TS develops cold feet in implementing SC sub plan

Hyderabad: Telangana CM KCR, who made tall promises for the uplift of Scheduled Castes, had failed to implement their sub plan in true spirit. Several Dalit organisation are up in arms against the TS government for not implementing the sub plan. Like-minded Dalit groups are holding a brainstorming session on Thursday to chalk out a future course of action to impress upon the government to take care of the welfare of Dalits.


During the last financial year, only 20 percent of the funds allocated for the sub plan were spent and in the first quarter of the 2015-16, a mere 9 percent of the funds have been used. According to the statistics furnished by the Telangana State Scheduled Castes Welfare Department, the government allocated Rs 7,579 crore for the Scheduled Castes Sub Plan (SCSP) in 2014-15 out of which Rs 3,352 crore was released.


The overall spending was Rs 2,435 crore. The housing department had spent only 6.35 per cent of the total funds of Rs 1,847 crore released for housing schemes last year. The used funds amounted to meager Rs 117.2 crore. The housing department had registered lowest spending on the welfare of the SCs under the sub plan, followed by technical education with 21.77 per cent of Rs 116 crore utilised and medical education spent 38 per cent of Rs 315 crore allocated.Only 55 percent of the funds allocated for agriculture, medical and education, and women development and child welfare were utilised last year.


The funds allocated for the electrification of houses of SC community, promotion of entrepreneurs under industries department and improvement of health standards among the community remained unutilised. In 2015-16, except the SC development department and Telangana Social Welfare Residential Educational Society, all other departments did not utilise a single rupee for the welfare of the Dalits.


Recalling the promise made in the TRS manifesto, Batthula Ram Prasad, state president, Mala Sankshema Sangam, lambasted the government for underutilisation of funds. The Telangana government has yet to modify the drawbacks in the act that was passed in the undivided Andhra Pradesh.
