Hyderabad: Telangana State employees will have to wait for some more time for new service rules. Senior IAS officer Rajeshwar Tiwari-led committee constituted by the government to give recommendations is yet to give its report. The panel, constituted on June 25 last, was asked to submit its report in a month.


However, it has kept on seeking extension of time to complete the job. Telangana employees are vocal in demanding comprehensive and integrated service rules for the new State. Their contention is that the existing service rules dated back to British colonial era in 1922. All states are still following same service rules with slight modifications.

Even Chief Minister K Chandrashekar Rao is particular in bringing about major changes in service rules because they mainly bureaucratic-oriented. The four-member panel, apart from Rajeshwar Tiwari, comprises B Venkateswara Rao, Secretary to Government (Services), GAD, N Siva Sankar, Secretary, Finance Department and Joint/Deputy Secretary to Government (Services).
The main objective of the government is to club all identical services and frame unified service rules, creation of Information Technology Service for various departments in the State among others. Former TNGO president G Deviprasad stated that TNGOs had conducted a separate seminar on this subject, besides holding a series of meetings.

There are many gaps in the existing rules. The employees sometimes are made to suffer for no fault of theirs under the present service rules, he said. There is a need to formulate integrated and comprehensive service rules covering all categories of posts, except All India Service (AIS) officers, TGOs Organising Secretary Syed Saleemuddin felt.

New service policy for Telangana is expected to give clarity on recruitment, localisation and zonalisation policy of the new state. There is a need to overhaul general and special rules that come under service rules and tune them to requirements of present time.

In the undivided Andhra Pradesh, different service rules existed for Gazetted, Non-Gazetted and Class-IV employees. This practice should be given up and uniform rules should be frame covering all categories of posts, he stressed.
