Hyderabad: Tough days are ahead for the cash-starved universities and degree colleges in the State. Grants under Rashtriya Uchchatar Shiksha Abhiyan (Rusa) scheme will not be given to colleges and university which are not graded by National Assessment and Accreditation (NAAC).

None of the universities in the State are graded by NAAC. As far as colleges are concerned, just 12 colleges have so far been given NAAC grades.

The Centre has made it very clear that grants would not be given to the universities and colleges which does not have NAAC grade.

A point in case, Osmania University (OU), the oldest and largest University in Telangana State, has been without a grade for more than a year.

So is the case with the Kakatiya University (KU), Telangana University, Mahatma Gandhi, Palamuru and other universities. After much delay, the OU and KU have applied for grading and received letter of intent from the Council.

However, inspection by the NAAC team is yet to take place. Though the Universities do not have NAAC, the Central government has sanctioned Rs 132 crore under the Rusa scheme to OU last year.

The government has granted Rs 20 crore each to Osmania University and Jawaharlal Nehru Technological University and rest to the colleges.

But this year, the number of degree colleges with NAAC grade has come down to 12 from 30. Now the officials of Collegiate Education are apprehensive that there would be huge cut in the grant from the Central government because of absence of NAAC grade.

The Central government gives grants to the universities and colleges under the Rusa scheme to improve facilities, infrastructure and among others.

The Osmania University officials blame the government for the sorry state of affairs in the University. They said that while the university applied for the NAAC grade, due to lack of full-time vice-chancellor, the process of inspection by NAAC team did not take place.

“The absence of full-time vice-chancellor has affected the administration. It is good sign that the government had adopted and made changes to the Andhra Pradesh Universities Act.

Now it is high time that the government appointed full-time vice-chancellor to get academic and administration back on track,” said an official of OU.
