The main objective of Department of Collegiate Education is to ensure Quality, Equity and Access of higher Education among the students. The Department of Collegiate Education monitors the administrative functions and academic quality in 127 Government Degree Colleges and 69 Aided Colleges existing in the state of Telangana.

The Department of Collegiate Education monitors the administrative functions and academic quality in 127 Government Degree Colleges and 69 Aided Colleges existing in the state of Telangana. The department also looks after the development needs of all Government Colleges. A number of Degree Colleges and their strength is shown in Table 5.

Two more colleges were sanctioned in 2015-16 at Sitapalmandi, Hyderabad and Jadcherla(W), Mahaboobnagar to be started from the academic year 2016-17

Starting of New Courses

The Department of Collegiate education has been introducing need-based, job oriented new courses like Biotechnology, Microbiology, Computer Science, Communicative English, Tourism, Advertising and Sales Promotion etc., in Government Colleges in the last few years on partial self-financing basis keeping in view recent development in Higher Education. PG courses, on self-financing basis, are being sanctioned every year on the basis of demand and facilities available. These courses are accessible to the students belonging to the poor and marginalized sections. Details of the courses sanctioned are shown in the table:6.

MANA TV (For Students)

The Department of Collegiate Education telecasts Educational programmes to enhance academic performance of the students along with creating awareness in career prospects. MANA TV is installed in 93 colleges of Telangana state. It can communicate 1 way video and 2 way audio.

Jawahar Knowledge Centres (JKCs) (For Students)

Jawahar Knowledge Centre, initiated by the State Government, has evolved into a dynamic and student friendly platform to accommodate the job aspirations of students in degree colleges. JKC has successfully risen to this challenge of training students in skills relevant to the needs of the job industry and is continuously helping them adapt to the competitive global business environment. 101 JKCs 85 in Govt. and 16 in Pvt. Aided Colleges were established and students are trained in Communication skills, soft skills, analytical skills and computer skills. The students trained in JKCs are shown placement opportunities in private companies. JKC training fee for ST students has been waived since 2012-13 onwards. The achievements are shown in Table 7.

Development of Model Colleges (For Students)

Proposals for the establishment of 3 Model Degree colleges i.e., GDC, Kalwakurthy, Mahaboobnagar Dist, GDC, Yellareddy, Nizamabad Dist., GDC, Narayankhed, Medak Dist. were approved. The existing scheme of Model Degree Colleges (MDC) in educationally Backward Districts (approved for XI and XII Plan periods) is now subsumed under RUSA. The assistance from MHRD, Govt. of India under RUSA is 65% and 35% has to borne by Govt. of Telangana.

English Language Labs (For Students)

English Language Labs were established in 53 Government Colleges. The Students are trained in English Communication Skills, Analytical Skills, Employability Skills and Technical Skills through the most advanced user-friendly audio-visual mode of learning packages.

District Resource Centres (For Students)

District Resource Centres (DRC) were established in select Colleges of 10 Districts with an objective of optimum utilization of resources by pooling and sharing among all the Govt. Colleges in the district.

Training Programmes for Human Values and Professional Ethics (For Faculty)

The Department has introduced a foundation course in Human Values and Professional Ethics in the UG curriculum from the academic year 2013-14. In this context, training programmes were conducted on DRC platform to lecturers handling the course in Government, Private- Aided and Private – Un- Aided degree colleges of Telangana. During the year 2014-15, 160 Lecturers were trained in two batches in the months of November and December 2014 and training for another batch 70 Lecturers is scheduled in the month of February 2015

Training Programmes (For Faculty)

Training programmes shall be conducted by the department to update, reinforce, recall the previously acquired knowledge skills and aptitude of the faculty in their specific subjects and also for nonteaching staff in their respective fields. In the process, 200 faculty were given training through Academic Staff Colleges in University of Hyderabad, Moulana Azad National Urdu University, Hyderabad, and JNTU, Kukatpally, Hyderabad. Besides this one special training programme on Health Issues on Adolescence has conducted during November 2015 at Indian Institute of Health & Family Welfare, Hyderabad collaborating with the Health & Family Welfare Department.

Accreditation of Colleges by National Assessment and Accreditation Council (NAAC) (For Colleges)

Quality in Higher education is ensured through accreditation made by NAAC.

As on 31-12-2015, 51 Government Degree Colleges were accredited in the Cycle – 1 and in Cycle – 2, Out of which 05 Government Degree Colleges were with “A” grade, 41 Government Degree Colleges were with “B” grade and 05 Government Degree Colleges were accredited with “C” grade.

State Level Quality Assurance Coordination Committee (SLQACC) (For Colleges)

State Government, at the request of NAAC Bangalore, has established a State Level Quality Assurance Coordination Committee.
State Quality Assurance Cell (SQAC) (For Colleges)

State Quality Assurance Cell, the functional unit of SLQACC is established in the Commissionerate of Collegiate Education with the following objectives.

• To take up quality-enhancing activities.
• To plan and organize post accreditation activities in the institutions.
• To plan and organize activities and programmes that help expediting the NAAC accreditation of institutions in the State.

Other Important Activities

Harithaharam:

The prestigious programme launched by the State Government is started in all the Government Degree Colleges across the state. A log book is maintained in all the GDCs wherein the status of the sapling is noted. Around 6000 Saplings planted thought the state. Another 20,000 Saplings are proposed to be planted in coming year.

Swacha Bharath – Swacha Telangana:

In response to the Central Government initiative Swacha Bharath campaign, all the Government Degree Colleges across the state observe 4th Saturday of every month as “Swachabharath – Swacha Telangana Day” and take up Cleaning of College Premises including Rooftops, Terraces, Overhead Tanks Sumps and Reclamation of unused rooms etc.

State Teacher Awards

The State Government presents State Teacher Awards to the meritorious University and College teachers every year commemorating the birth centenary day of Dr. Sarvepalli Radhakrishnan. 22 awards to University Teachers and 11 awards to affiliated college teachers, (total 33 awards) awards were presented in 2015-2016 on 05-09-2015.

TECHNICAL EDUCATION

The Department of Technical Education promotes Technical Education in the State to bring out good engineers and technicians with profound knowledge, skill, positive work culture improved efficiency and productivity. The ultimate goal is to ensure effective working of our industries and to shape our students to be competitive in the global market. The Department is responsible for the development of Technical Education both at Degree (Graduate and Post Graduate in Professional Courses) as well as Diploma level (Technicians).

The Department implements the policies of the Government of Telangana and also coordinates with All India Council for Technical Education (AICTE) in processing the applications for the establishment of Engineering Colleges, M.B.A., M.C.A., B. Pharmacy and Polytechnics and enhancement of sanctioned intake, introduction of new courses etc., in them. The Department Manages the Government Polytechnics and Monitors the Private Unaided Polytechnics and professional Colleges. The profile of Technical Education in the State is given in Table 8.

New Initiatives

Initiatives to improve Access:

The Department has taken following steps to correct the skewed ratio in intake of Engineering and Diploma holders of 4:1 as against 1:4

New Government Polytechnics:(8) New Polytechnics are started in Government sector during 2014-15 for which admissions were made. AICTE approvals are received as follows for the 8 Government Polytechnics, in Adilabad – 1, Mahaboobnagar – 3, Medak – 3 and Nizamabad – 1. New Government Polytechnics also are sanctioned at Husnabad, Cheryal, Nagarjuna Sagar, Medaram and Secunderabad during 2015-16. AICTE Approvals are not received for Husnabad, Cheriyal, Nagarjuna Sagar, Medaram during 2015-16.

(i) Second Shift Polytechnics in Polytechnics : Permitted Second shift in (11) Govt., / Aided and Private Unaided Polytechnics

(ii) New University Engineering colleges:

• 3 New JNTU constituent Engineering colleges established at Sultanpur (Medak), Jagithyala (Karimnagar), and Manthani (Karimnagar).

• Two Engineering colleges are established at Kakatiya University Warangal, one is exclusively for Women. One Engineering college is established in Mahatma Gandhi University at Nalgonda Dist.,

Infrastructure Development during 2015-16

2.1 Buildings for New Government Polytechnics:

A. Under RIDF: During 2015-16, the government allotted Rs.66.69 Crore for taking up II phase buildings for the (8) Polytechnics under RIDF XVIII, New Buildings for the (7) Polytechnics under RIDF-XIX and (6) Polytechnics under RIDF-XX.

B. Under Normal State plan: Budget is allotted during 2015-16 under Normal State plan for Construction of (5) Government Polytechnic Buildings and (4) works of Rs.24.06 Crores.

2.2 Buildings for Government Polytechnics for Minorities:

The government has sanctioned (one) Government Polytechnic for Minorities at Badangpet of Ranga Reddy District. The Construction of work of Government Polytechnic at Badangpet is completed. For Construction of Hostel and Additional accommodation, Budget allotted in BE-2015-16 is Rs. 1.72 Crores, which is at tendering stage

1. Government Polytechnics in RIAD Areas:

The Government sanctioned the scheme under RIAD in Government Polytechnic located in Kothagudem for infrastructure Development.

2. Capacity Building

(i) SKILLS MISSION (For Students)

The Department is identified under Sub-Mission (3) of Skill Mission to provide placement of Polytechnic and Professional college students of the state.

(ii) Apprenticeship Training (For Students)

The Department is providing training for Engineering Graduates and diploma holders in collaboration with BOAT, MHRD, Government of India.

(iii) Establishment of Skill Development centers (SDC): (For Students)

SDC is different from other training providers in its objectives and mode of functioning while other training providers cater to different disciplines and adopt a general skill framework.

SDC, on the other hand, will restrict itself strictly to technical discipline that is to students pursuing professional courses in Polytechnics and Engineering Colleges. A training curriculum has been chalked out keeping in mind the required the technical skills of the students that need improvement, in order to facilitate immediate employment. Government accorded administrative sanction for establishing

• 27 Skill Development Centres in 10 districts of State of Telangana and they are intended to run on a self-sustainable basis. Project cost Rs 30.00 Lakhs per each SDC.
