Warangal: The court of additional senior judge in Warangal has issued warrant of attachment of the movable property at district collector’s office here.The orders are issued in connection with a petition filed by English Language Teachers’ Association represented by its former president Bathini Komuraiah.

He approached the court seeking to recover a principal amount of Rs 1, 02, 870.38. The amount has been invested by the association in organising a 12-day English language training programme for teachers in the year 2006 under the aegis of District Primary Education Programme (DPEP).

The association submitted the bills and requested to pay the amount incurred in conducting training for 435 teachers from different government schools. The DPEP additional project coordinator at that time denied paying the bill on the grounds that there was no cost component in a proposal submitted by ELTA.

Nonetheless, the ELTA office bearers argued that they clearly mentioned the unit cost for running the programme in their proposal and in 2006 the association filed a petition in the court of second additional senior civil judge appealing to reimburse the expenses.

The court admitted the petition by plaintiff with the state government represented by district collector, DEO, DPEP additional project coordinator, the principal of DIET College Warangal as respondents in the case.

As the case was quashed in the court of second additional senior civil judge, the petitioner in 2010 has approached the court of principal district judge issued a money decree ordering the respondents to clear the bills.

Challenging the order, the respondents approached High Court in 2010. The High Court stayed the orders of court of principal district judge and asked the respondents to file an affidavit and the respondents failed to file reply affidavit.

The High Court in Nov 2015 again asked the respondents to deposit entire amount with costs before the trial court within four weeks. The respondents neither filed affidavit and nor deposited amount, in a memo in Feb 2016 the additional senior civil judge said as the four weeks time granted was gone by stay granted on the money decree stands vacated.

On June 24, the trial court issued the warrant to attach the property to recover Rs 2, 06, 281.08, that includes principal amount, interest and other costs. The description of property to be attached is as follows: two computers, two office tables, 20 chairs, one almirah others situated in the office district collector.

The ELTA sources told The Hans India on Tuesday that they would execute the warrant on Wednesday.
