​Hyderabad: Anticipating the problems to be encountered in the administration of new districts after their formation, Telangana government has decided to issue separate protocol rules authorising the existing people representatives District Ministers, Zilla Parishad (ZP) Chairmen, DCCBs (District Central Cooperative Bank) and DCMS ( District Cooperative Marketing Societies) Chairmen and other elected local body representatives to execute their powers in the new districts also.
The General Administration Department (GAD, political) has been receiving numerous queries from the district authorities on the role of the present Ministers and the elected bodies like Zilla Parishads, District Cooperative Societies and Marketing Societies in the new districts.
The representatives brought to the notice of the government that the existing protocol does not allow the district Minister, ZP, DCCB and DCMS Chairmen to execute their powers in new districts as the heads of the elected bodies would be confined to execute their powers in the existing districts only.
The GAD officials told The Hans India that after taking into serious consideration of the queries from the elected representatives, the government has initiated exercise to bring separate protocol rules in the new districts.
Under separate rules, the existing district Minister would continue to be the in-charge Minister of new districts to be carved out of the present district. For instance, State Energy Minister G Jagadish Reddy, who has been appointed as Nalgonda district Minister, would be the in-charge Minister of the new districts, Suryapeta and Yadadri, once the two districts start functioning.
He would be given all powers enjoyed as district Minister and also hold meetings with all district authorities. Similarly, the elected ZP Chairmen of the existing districts would be the heads of the new districts also. He would exercise all the powers and rights given to him in the Constitution.
The ZP Chairman and Vice Chairmen of the districts would hold DPC (District Planning Committee) meetings in the new districts and approve developmental programmes to be taken up in future.
The Mandal Parishad Presidents , ZPTCs and MPTC (Mandal Parishad Territorial Constituencies) members would also be authorised to take decisions in the new revenue divisions and mandals that come under their purview before their formation.
