In the wake of series of reports claiming that funds meant for welfare and development programmes were not being released in time and in some cases unutilised,  the Telangana government has taken up a giant task of  inculcating ‘financial discipline’  in all departments.

Hyderabad: In the wake of series of reports claiming that funds meant for welfare and development programmes were not being released in time and in some cases unutilised, the Telangana government has taken up a giant task of inculcating ‘financial discipline’ in all departments.

From now onwards, all the departments were mandated to prepare a detailed quarterly report on the release of funds from State and Union governments, utilisation of money, achievement of targets, requirement of additional funds, new avenues to get more revenues and pending court cases with regard to lands. Every department should submit the report to the government.

State Chief Secretary Rajiv Sharma held a meeting with all the secretaries of the departments on Monday and discussed in detail the flow of funds and the implementation of all programmes. Health and Medical, Agriculture, Minority and BC Welfare, Housing, Panchayat Raj and Rural Development departments complained that inadequate release of funds had forced to halt several schemes in the first two quarters.

While the officials of Roads and Buildings, and Irrigation department brought to the notice of the government that non-release of sanctioned funds delayed the payment of bills. As a result, the private agencies halted construction and road works.

Sources said that barring Irrigation and R&B departments, the Secretaries of all other departments expressed discontent on according priority to Irrigation and Roads in the release of funds. The Chief Secretary asked the secretaries to explain all the difficulties facing in executing programmes with meagre funds and also come out with concrete suggestions to address the issues in their reports.

He said the government has taken financial aspect of every department a serious issue and plug the loopholes by introducing financial discipline in every department. Special Chief Secretary (Revenue) Pradeep Chandra, Special Chief Secretary to Municipal Administration MG Gopal , Special Chief Secretary to Irrigation SK Joshi and State Secretary to Planning department BP Acharya were also present in the meeting.
