Former bureaucrat K Padmanabhaiah stresses the need for civil servants to develop leadership skills
Hyderabad: The valedictory function of the 91st Foundation Course was conducted by Dr MCR HRD Institute here on Friday under the aegis of Lal Bahadur Sastri National Academy of Administration, Mussoorie. The valedictory function was attended by 124 officers of All India Service and Central Civil Service from across the country including six from the Royal Bhutan Police. Arshee Khosla was awarded Director General’s Gold Medal for the best all-round performance.
Former Home Secretary of India, K Padmanabhaiah, IAS (Retd) said in the past, civil servants had absolute power; however, in the contemporary world of work, their authority got diffused on account of emergence of enlightened civil society, proactive NGOs and vigilant global organisations. This called for an urgent need to develop leadership skills like building widespread consensus, using participative decision making and cultivating trust and confidence across work teams, he added. Padmanabhaiah further said different wings of the government had worked in silos and there was hardly any horizontal coordination among them.
He also opined that the rules, regulations and manuals of many government departments were obsolete. There is a pressing need to overhaul bureaucracy in response to the sweeping changes that were taking place in the internal and external scenarios. “While the civil servants’ high Intelligence Quotient is appreciated by one and all, their accessibility to pubic leaves much to be desired,” stated Padmanabhaiah. He advised them to learn and perfect the art of dealing with the media considering the fact that they were on their radar all the time.
Dr MCR HRD Institute Director General Vinod K Agrawal said the sole dependence on mere authority and power had become a thing of past. He added that a civil servant should stick to the path of righteousness, even in the face of tempting situations that called for deviations on his part from the established norms. Joint Director General and the course coordinator Anitha Balakrishna said the objective of the course, which involved a number of academic, outdoor, extracurricular and co curricular activities, was to equip the officer trainees with a core set of values, skills, and knowledge for their success in their respective careers.
