KCR raises pitch for effective grounding of SC/ST Sub Plans
Emphasising on the need for effective implementation of the SC and ST Sub Plans and proper utilisation of the funds earmarked in the budget outlay every year, the State government has constituted separate committees involving all party legislators for the development of Scheduled Castes (SC) and Scheduled Tribes (ST) communities.
Hyderabad: Emphasising on the need for effective implementation of the SC and ST Sub Plans and proper utilisation of the funds earmarked in the budget outlay every year, the State government has constituted separate committees involving all party legislators for the development of Scheduled Castes (SC) and Scheduled Tribes (ST) communities. The decision to constitute the committee was taken at the daylong luncheon the Chief Minister had with MPs, MLAs and MLCs of the SC and ST committee at Pragathi Bhavan here on Friday.
The SC Committee will be headed by Deputy Chief Minister K Srihari while Nandi Yellaiah ( Congress) , Balka Suman (TRS), M S Prabhakar (TRS), Sandra Venkata Veeraiah (TDP), Mallu Bhatti Vikramarka (Congress) , Dr J Geeta Reddy (Congress) , Sampath Kumar (Congress), Nallala Odelu (TRS) , Rasamayi Balkishan (TRS), Kishore ( TRS) and Sanjeev Rao (TRS) will be the members. Government Chief Whip Koppula Eswar would be the special invitee to the committee.
The ST committee has been constituted under the Chairmanship of ST welfare minister Ajmira Chandulal. D S Redya Naik (TRS), Sitaram Naik (TRS), Nagesh (TRS), Ramu Naik (TRS), Kova Laxmi (TRS) , Sunnam Rajaiah (CPM) and Thati Venkateswarlu were appointed as the members of the committee.
The Chief Minister also agreed to send an all party team to the Centre asking for categorisation of the SCs as the demand is pending for years. The Chief Minister said that whatever the SC/ST communities want, it should be decided by the public representatives of these communities only. Explaining the role of the SC/ST committee, the Chief Minister said that these committees will go round the State and study the problems, requirements of these communities and will make the necessary recommendations about the measures that the government should take.
Referring to the utilisation of SC and ST sub plan funds, KCR said that if the funds allocated to them are not spent within one year then they should be carried forward to the next year. The Chief Minister said that apart from framing rules for SC/ST sub plan, amendments for the Sub Plan should also be made and a growth engine should be created. He asked the SC/ST Committees to make recommendations on this aspect as well.
KCR explained the members about the government’s efforts in providing three acres to each poor dalit family. Besides providing the land, government would also supply power, water and other facilities to the lands for their livelihoods. Since water for irrigation will be abundant following the completion of irrigation projects and Mission Kakatiya, agriculture would be better and viable, the CM said.
Congress leader and MLA Bhatti Vikramarka congratulated the initiative being taken by the Chief Minister in effectively implementing the sub plan. TDP MLA Sandra Venkata Veeraiah requested the government to provide financial help to the families who did not get lands under the land distribution scheme.
