Recruitment of women only in TREIS stayed

​Hyderabad: The High Court at Hyderabad on Wednesday stayed the process of recruitment of exclusively women candidates for both teaching and non-teaching posts in various Telangana Residential Educational Institutions Societies for girls and women as per G.O. Rt.No.1274 issued by General Administration Department of the State government.

Justice M S Ramachandra Rao, while staying the process of recruitment, issued notices to Secretary, Telangana State Public Service Commission, Principal Secretaries of Social Welfare, Backward Classes Welfare, Tribal Welfare, and Minorities Departments, directing them to file their responses.

The judge was dealing with a writ petition filed by K Satyanarayana, a resident of Nagaram village in Warangal district, challenging the G.O. 1274 that reserved all posts in these institutions for women only.

Senior counsel S Satyam Reddy argued that this G.O. was arbitrary and illegal as it stipulated that all posts in institutions for girls and women must be reserved for women candidates only and for that if necessary the bye-laws of the Societies must be changed.

He pointed out that as per Rule 22(a)(3) of AP Subordinate Service Rules, for a post where a woman candidate is more suitable than a male candidate, the woman candidate must be given preference. It does not say that male candidates have to be excluded.

This amounts to discrimination and violates the fundamental rights of a large number of aspirants for posts like Principals, Lecturers, Physical Directors, TGT, SGT, etc. and other non-teaching posts in these over 500 institutions.

The judge after hearing the arguments stayed the process of recruitment and directed the respondents to file their counter affidavits.
