Hyderabad: The SADAREM (Software for Assessment of Disabled for Access Rehabilitation and empowerment) certificates that are given by the government hospitals to the differently- abled people has been delayed for the past six months by the major government hospitals in the city. Differently- abled persons complain that due to the delay, they have been facing difficulties for government sponsored schemes and jobs.

Telangana State president for differently- abled people, Mohammad Rukmuddin said, ``many differently- abled people have come near me and informed that they are not getting SADAREM certificates from Osmania Hospital. Due to delay, many differently- abled persons have failed to apply for backlog posts for which the notification was issued during last month.

M Santosh Kumar, 32-year- old differently- abled person said, ``In the month of January, I went to Osmania Hospital to get the certificates but there is no co-ordination between the management and doctors. I am unemployed right now and if I do not get SADAREM certificate, I cannot apply for the government jobsand also schemes like pension and other benefits."

Echoing his concern, 28-year-old C Naga Busham said, ``I have completed my post graduation and waiting for the government job notification. As I do not have SADAREM certificate, I am roaming from pillar to post to get the certificate" Responding to the problem, District Medical Health Officer (DMHO) said, ``Giving SADAREM certificate is a long process. The degree of disability is measured with software that is objective and scientific. Based on the parameters, doctors measure the percentage of disability accurately.”

Commenting on the issue, Dr MI Abhilash from Gandhi Hospital said delay in issuing SADAREM certificate was brought to his notice. The delay has been subjecting many people to untold problems as they were ineligible for government schemes and jobs without SADAREM certificate. "As per the norms, neurological patients visit Gandhi Hospital to get SADAREM and orthopaedic patients visit King Koti Hospital. But in the recent past the procedure has been SADAREM certificates will be issued according the area where the patients are residing".

"Ninty nine per cent of the persons do not understand the procedure and formalities whom to approach. Earlier, the criterion was based on the problem; now the scenario has changed it is based on the residential address," he added.
