The Panchayat Raj Department has directed the officials of rural local bodies to receive applications and sanction permissions for road cutting and right of the way through online system for transparency and for implementation of the Ease of Doing Business programme.
Hyderabad: The Panchayat Raj Department has directed the officials of rural local bodies to receive applications and sanction permissions for road cutting and right of the way through online system for transparency and for implementation of the Ease of Doing Business programme.
In an order issued in this regard, the department said that the Centre, through its “Ease of Doing Business - Reform Action Plan 2017”, had directed the States to take initiatives for simplifying the process of giving road cutting and right of the way permission.
The States are supposed to design and develop an online system for granting road cutting permissions in a manner that it allows online application submission, payment of fee, document submission and approvals. They have to define clear timelines mandated through the Public Service Delivery Guarantee Act (or equivalent legislation) for approval of complete application for granting Right of Way permission.
An online system has to be developed which allows online submission of road cutting permission and right of the way application, submission of documents and verification without the need for a physical touch point, payment of fees and allows the users to download the final signed approval certificate from the online portal.
The online system should be made operational for industry and public use and officials should not accept any application and documents related to road cutting permission or right of the way in physical form. Applications and documents should be received through online only. The applicant should submit the application form along with all necessary documents stated in the checklist and pay fees online for getting the approval.
Detailed procedures, checklist, fees and timelines should be uploaded on the department portal https://ts-road cutting .cgg .gov.in. The online system would send SMS to respective applicant at each verification process and the updated status. The applicant should be informed about the actions recommended after all the clarifications have been received.
The applicants have to pay Rs 1,844 per running metre in case of CC road, Rs 2,275 per running metre for BT road, Rs 799 per running metre for footpath, and charges applicable to other types of roads. The amount received towards road cutting charges and right of the way permission fee should be credited to the government account online.
Scrutiny, physical verification of application by the executive engineer and giving final approval should be done within six days. Final permission letter should be issued within one day after payment of fees.
