​Hyderabad: Telangana is going to have over 71 new municipalities soon. With the term of most of the gram panchayats coming to an end on July 31, the government has decided to merge villages on the basis of various parameters to create new municipalities to ensure speedy development.

According to officials in Commissioner and Directorate of Municipal Administration, the state government had taken a decision to convert gram panchayats and nagarpanchayats with population of over 15,000 into a municipality.

As per the ‘Samagra Kutumba Survey” taken up by the state government, 46 per cent of the population live in urban areas. The officials said that there are 300 major gram panchayats in the state. Out of which, close to 50 have features to be upgraded as urban local bodies (ULBs). Similarly, about 170 villages are to be merged with the nearby ULBs.

A senior official in MAUD, said that as per the 14th Finance Commission, the municipalities would be getting more grants in future. More the number of municipalities in the state more funds in the form of grants the local bodies get, the official said. With government deciding to merge villages into the nearby municipalities, the number of urban local bodies is slated cross 125 in the state.

The official said that the number of municipalities would be increasing in and around Hyderabad with the merger of villages into the adjacent municipalities. There would be close to 25 new municipalities taking shape beyond the Outer Ring Road (ORR). The major gram panchayats like Bollaram, Turkayamjal, Tellapur, Puppalaguda and others have chances to become municipalities, the official said.

As per the Municipal Act, the gram panchayats would have to adopt a resolution requesting the government to upgrade their body as municipality. However, there is also a provision in the Act that the government can upgrade gram panchayat or nagar panchayat into municipality after the term of the respective GPs come to an end.

On the question of increasing taxes, the official said that to clear the doubts of the panchayats, the government had already promised that there would be no levy of taxes in the first couple of years.
