Hyderabad: In view of increasing debt burden, the State government has decided to adopt innovative financial concept for the implementation of Integrated Hyderabad Master Plan announced by Chief Minister K Chandrashekar Rao recently. Securing funds from the reputed financial institutions at international level and issuance of bonds are among the initiatives to be taken by the government to meet the funds requirement.

Chief Secretary S K Joshi on Friday held a high-level review on Hyderabad Master Plan proposal with the officials concerned. The Chief Secretary asked the officials to submit details along with the available data for preparing a concept note by the ASCI ( Administrative Staff College of India) and MA and UD (Municipal Administration and Urban Development) by this Tuesday. The concept note is part of the comprehensive master plan which will be prepared by the ASCI within six months.

Principal Secretary to MA and UD Department Arvind Kumar said the plan would focus on transportation, traffic congestion, ease of living aspect, drinking water and road plan as well. Strengthening institutions and innovative financing to support city development will also be part of the master plan, he added.

Officials, who spoke on the proposed master plan, observed that plan should include ORR (Outer Ring Road), the area between the ORR and RRR (Regional Ring Road) and beyond 5 km of RRR. It should also include zoning of areas for development of economic anchors such as media hub, sports hub, healthcare hub, among others. Integrated satellite townships for all-inclusive development should also be part of the master plan.

Balancing growth with development, review of institutional structures, governance for improved performance and accountability and development of infrastructure with an eye on the next 30 years should be incorporated in the plan, Chief Secretary said. Principal Secretary to Health Shanti Kumari, Tourism Secretary B Venkatesham, GHMC Commissioner Danakishore and other officials attended the meeting.
