YSR Congress party honorary President YS Vijayamma will meet President Pranab Mukherjee at Rashtrapathi Bhavan on Wednesday. The delegation led by her will comprise senior leaders M Rajmohan Reddy, M V Mysoora Reddy, Umareddy Venkateswarlu and Shobha Nagireddy. They will submit a memorandum to the President and seek his intervention to resolve the contentious issue of bifurcation.
YSRCP leader Y S Vijayamma arrived in the Capital on Tuesday and launched a campaign against the bifurcation of Andhra Pradesh by meeting political leaders to apprise them of the burning situation in the Seemandhra region. Vijyamma started off with a meeting with CPI (M) General Secretary Prakash Karat to impress upon him how the Centre had taken an arbitrary decision against the wishes of 60 per cent of the State’s population. Vijayamma is expected to call on President Pranab Mukherjee in the Rashtrapati Bhavan on Wednesday.
CPI (M) Politburo member Sitaram Yechuri welcomed the decision of the YSRCP to work with them. Yechuri said CPI (M) was the only party which had taken a consistent stand opposing bifurcation of the state. He demanded that the centre and state government take necessary measures to restore normalcy in the Seemandhra region.
Vijayamma pointed out that while the original reorganisation of States was on linguistic basis, for the creation of Jharkhand, Chhattisgarh and Uttarakhand, resolution passed by the respective Assemblies was made the basis for creation of these States, although this is not mandated under the Constitutional arrangement. She suggested that if at all Telangana was to be carved out, which is at variance with the principle of linguistic reorganisation of States, then the Andhra Pradesh Assembly resolution ought to have been made the basis.
In fact, when the then Union Home Minister P Chidambaram, on December 9, 2009, announced that the formation of Telangana will be set in motion, he also said an appropriate motion will be moved in the Andhra Pradesh Assembly.
Vijayamma explained to Karat that the Congress decision was motivated by the political calculation of getting a few Lok Sabha seats from Telangana. Consequently, the Group of Ministers (GoM) is being tasked to somehow apportion various resources among Telangana and Andhra States, instead of studying the very feasibility of the division of the State itself. YSRCP President Y S Jaganmohan Reddy is on an indefinite fast in the State Capital to highlight the issue, she said.
The First States Reorganisation Commission headed by Justice Fazal Ali recommended reorganisation of States on linguistic basis. Several smaller States were also carved out because of their linguistic identity like Tripura, Mizoram and Nagaland.
Vijayamma said that in a liberal democracy, where the rule of law prevails, the State’s action has to necessarily conform to rationale, objectivity, consistency and transparency. No power vested in any authority, be it Parliament or the Executive, is absolute and unfettered power that can give scope to arbitrariness. “Selectivity is a sworn enemy of Democracy,” she said.
While Article 3 of the Constitution gives the power for creation of a new State, such a power cannot be exercised against the very spirit of democracy, she argued.
