‘PRAHAAR’: India’s newest weapon against terrorism

India has taken another significant stride in the realm of national security. To counter escalating terrorist challenges and evolving technological threats, the Union Ministry of Home Affairs has announced the country's first-ever comprehensive 'National Counter-Terrorism Policy,' christened 'PRAHAAR.'
The term 'PRAHAAR' translates to 'Strike' or 'Attack.' In the past, India typically adopted a 'reactive' approach—responding only after terrorist incidents had occurred. However, through 'PRAHAAR,' the government has now initiated a 'proactive' strategy aimed at neutralising terrorism before it even takes root. The Seven Pillars of PRAHAAR: This policy framework is primarily structured around seven core elements: P — Prevention: Detecting and thwarting terrorist attacks before they can take place. This involves accelerating the exchange of information between state and central intelligence agencies through the 'Multi-Agency Centre' (MAC).
R - Response: In the event of an untoward incident, providing training to ensure that forces—ranging from local police to the NSG—respond with the utmost speed and efficiency.
A - Aggregation of Capacities: Equipping defense forces with state-of-the-art weaponry, drone technology, and digital surveillance equipment.
H - Human Rights: Neutralising terrorists while upholding the rule of law and respecting constitutional values during counter-terrorism operations.
A - Attenuation of Radicalisation: Creating social awareness to prevent youth from being misled, and curbing the spread of extremist ideologies.
A - Aligning International Efforts: Strengthening the collective voice against terrorism at the international level through cooperation with neighboring nations and platforms such as the United Nations.
R - Recovery: Rapidly restoring peace, normalcy, and development in regions affected by terrorism.
This policy includes specific provisions to counter modern technologies utilised by terrorists—such as the Dark Web, cryptocurrencies, and drones. This policy proposes stringent measures to prevent the financing of terrorism. The PRAHAAR policy stands as a milestone in India's national security strategy. It plays a crucial role in eradicating terrorism root and branch, thereby ensuring the safety and security of the nation. It is of paramount importance that this policy be implemented while strictly upholding human rights.
