Hyderabad: Giving good news to around 2,700 regular teaching staff of universities and colleges at the start of the new academic year, the state government on Saturday notified the implementation of the UGC pay scales with retrospective effect from January 1, 2016.

A government order issued on Saturday said the salaries in the revised UGC pay scales shall be payable from July 2019 and orders in regard to the disbursement of the arrears for the period from January 1, 2016, to June 30, 2019, will be issued separately.

The revised pay scales are applicable to the university and college teachers, librarians, directors of physical education. According to State Higher Education Department (SHED) sources, the revised pay scales would be applicable to about 1,270 regular teaching faculty working in the universities and around the same number of the regular teaching staff working in the government degree colleges.

Speaking to The Hans India, a senior SHED official said: "In addition, there will be other regular teachings staff, librarians and physical education and sports faculty working in the government colleges of education and physical education," he added.

The government order said the scales factors from the academic entry level 10 to 15 fixed with various pay bands as per the seniority will apply to the faculty of all the state-funded "universities established through State Act and receiving block grants, Government Degree Colleges and Aided teaching staff in the Private Aided Degree Colleges, B Ed and BPEd Colleges, where UGC Scales of pay of 2006 were implemented/extended," it said.

Further, the revised UGC scales, 2016 are applicable to the teachers who were in the scales other than the UGC and came under the UGC Scales after January 1, 2016, by option.

Also, teachers who were given the UGC Revised Pay Scales of 2006 with conditions to fulfil within a time frame but failed to fulfil the same will not be eligible for the UGC Revised Pay Scales 2016, until they fulfil the conditions, the order said.

However, they may be given the new scales prospectively as and when they fulfil the conditions. Further, the UGC Revised Pay Scales 2016 shall not be extended with conditions for ineligible teachers, it clarified.

In regard to the non-teaching cadres like Registrars, Controller of Examinations and Finance Officers, etc, working in the State-funded institutions will continue to be governed by the existing service conditions and state pay scales as approved by the Universities, the order said.

That apart, the UGC revised pay scales are not applicable to the teachers who are drawing the UGC Scales of Pay and occupy the said posts on deputation or transfer or by appointment.
