Hyderabad: The Andhra Pradesh Reorganisation Act, 2014, has been notified in the Gazette of India, thus marking the dawn of Telangana as the 29th state of the country. The Ministry of Home affairs issued the gazette notification on Saturday close on the heels of the presidential assent for the act passed by both the Houses of Parliament two weeks ago.

The notification that ran into 71 pages however, had no mention of the much-talked-about the Appointed Date that formalizes the bifurcation. The gazette notification marked the culmination of six-month-long exercise that began with the CWC resolution favouring creation of separate Telangana State passed on July 30.

Delhi, especially the AICC headquarters that had been the centre-stage for hectic political activity both for and against Telangana for over three months now, regained its calm with the leaders from Telangana and Seemandhra regions beating a retreat, some of them having their mission fulfilled.

The new state will be comprising “territories” (of existing Andhra Pradesh) – Adilabad, Karimnagar, Medak, Nizamabad, Warangal, Rangareddi, Nalgonda, Mahabubnagar and Khammam (but excluding the revenue villages specified in GO MS no. 111 of Irrigation and CAD ( LAIV R&R-1 Department dated June 27, 2005, and the revenue villages of Burgumpadu, Seetaramanagaram and Kondrega in Burgumpadu mandal and Hyderabad districts.

Hyderabad will be the common capital for both the States for a period not exceeding 10 years after which the city would become the capital of Telangana State. There will be a new capital for the State of Andhra Pradesh. The Central government will constitute an expert committee to study various alternatives for the new capital for the successor State of Andhra Pradesh and make appropriate recommendations in a period not exceeding six months from the date of enactment of the AP Reorganisation Bill. From the appointed date, for the purpose of administration of the common capital area, the Governor would have special responsibility for the security of life, liberty and property of its residents.

The new State of Telangana will have an area of 114,840 square kilometers (44,340 square miles), and a population of 35,286,757. The process for creation of the Telangana State started on July 30, 2013 with the Congress party resolving to request the Central government to form a separate State. On October 3, 2013, the Union Cabinet approved the division of the existing State.
