AP, TS Chief Secretaries work out a win-win formula; unions overcome reservations

Hyderabad: If all things fall in place, the Andhra Pradesh State Road Transport Corporation (APSRTC) will be divided by the month-end. According to official sources, a win-win formula has been worked out for bifurcation of APSRTC at a meeting held on Tuesday between Andhra Pradesh Chief Secretary IYR Krishna Rao and his TS counterpart Rajiv Sharma. The corporation is likely to be bifurcated by end of January, it is learnt.

The RTC management received representations from the officers’ and employees’ unions of both AP and Telangana before the two Chief Secretaries met and arrived at a consensus. They decided that the assets and liabilities would be divided as per the recommendations of the Sheila Bhide Committee and division of employees would take place as per the modalities set by Kamalanathan Committee.

Employees’ and workers unions of Telangana have reportedly overcome their initial reservation against common ownership of the three key properties: namely, the Bus Bhavan which houses the RTC headquarters, the RTC Hospital at Tarnaka and the Miyapur Bus Building Unit (BBU).

According to Telangana Mazdoor Union (TMU) secretary Kamalakar, Telangana employees are reconciled to the proposition that the Bus Bhavan is going to be the common headquarters for the first ten years, as mandated by the Bifurcation Act.

However, Telangana employees of the corporation are hoping that up to 8,000 new jobs can be created once the APSRTC is divided. The TSRTC after bifurcation can have ten more depots resulting in 65 direct jobs per depot and 20 to 30 indirect jobs per depot, like those of outsourcing.

TMU leaders claim that TSRTC shall get up to 1,500 interstate bus services as its share. “It is a fact that major source of income for RTC accrues from interstate hi-tech and deluxe buses. The TSRTC will get the income from interstate services only after bifurcation,” they said.“Although a separate website is being maintained for TSRTC bookings, the corporation is functioning as a single entity,” APSRTC Executive Director M Ravinder said.
