​Hyderabad: The State government notified guidelines to those migrating from Telangana to Andhra Pradesh and claim local status. According to a circular issued by Chief Secretary S P Tucker, here on Monday, the guidelines were issued following the recent amendments made to the Presidential Orders on local status for the purpose of admission into educational institutions and direct recruitment of government services.
It may be mentioned here that following two amendments to the Presidential Orders, those migrating from Telangana to Andhra Pradesh within a period of three years from June 2, 2014 would be treated on par with the local candidates for admissions into higher educational institutions and direct recruitments to the government services.
Giving effect to the amendments, the circular issued the operational guidelines and it applies to the “candidates intended to make an application for admission in higher educational institutes in AP or an application for direct recruitment to a post to which the scheme of reservation to a local candidate applies.”
Following this, all those who wanted to claim local status on migration to Andhra Pradesh on or before June 1, 2017 will have to furnish applications in two formats providing details of their migration from Telangana to AP. However, in case of minors the parent or guardian will have to furnish the declaration form, it said.
To claim the local status, the applicants should submit self attested copies of proof of residence in Telangana by submitting their Aadhar card, driving license, ration card, bank pass book, pancard, voter id or any other valid certificates which are accepted as proof of residence in force, the circular said.
Further, they will also have to submit self-attested copies of proof of residence in Andhra Pradesh with proofs of migration providing any of the documents like Aadhaar card, driving license, ration card, bank passbook and the any other valid certificates which are accepted as a proof of residence in force.
All applications will have to be submitted through Mee Seva portal or any other portal to be notified by the government in due course. Basing on the documents, the Mandal Revenue Officer concerned will have to issue the Local Status Certificate (LSC) within seven days with his digital signature. In case the MRO fails to provide the certificate then the portal automatically generate the LSC in the name of the MRO concerned.
However, if the information provided by the applicant to claim the LSC was found wrong then the admission in the higher educational institution and the employment would be cancelled. Further, they would be liable for prosecution, the circular noted.
Also, reiterating that the local status would be granted in conformity with the Presidential Orders, it said that the local status of the candidate would be determined for the sake of admission and direct recruitment with reference to where a candidate actually resided, but not with reference to the residence of the parent or guardian.
