Justice M S Ramachandra Rao of the High Court at Hyderabad on Thursday referred to a division bench a petition challenging inaction by the governments of Telangana and Andhra Pradesh in not preparing a seniority list of direct recruitees and promotees in the cadre of Deputy Superintendent of Police.

The judge was dealing with a petition filed by Chilukuri Chennaiah. The petitioner complained that DGPs of both States had failed to prepare a seniority list contrary to Rule 6 of AP Police Service Rules read with Rule 33 of AP State and Subordinate Service Rules.

Counsel for the petitioner P V Krishnaiah informed the court despite several representations by petitioner and other affected parties to the DGPs for preparing seniority list, the authorities were granting promotions without the seniority list. The judge directed the registry to place the case before the concerned bench.
