Visakhapatnam: The Special Officers (SO) of the Gram Panchayats are having equal rights like elected president of the panchayat, said Collector Pravin Kumar. The Special Officers are also having cheque power to lead all the Gram Panchayat-level activities and other works, the Collector added.
After the completion of the elected Gram Panchayat presidents’ term, the Special Officers have been appointed to look after the administration and other works of the villages. The district panchayat office convened a conference with Special Officers on Tuesday.
Addressing the Special Officers, Collector Pravin Kumar explained the duties of the officers and asked them to lead the administration for the all-round development of the Gram Panchayats. There are 925 Gram Panchayats in the district.
All the panchayat secretaries would report to the Special Officers and the officials should take the responsibility to check the records. The allotment of the funds, budget, revenue and expenditure should be inspected periodically.
The grants from the state government, ODF, sanitation, CC roads, drinking water supply and the other important works must be supervised, the Collector said. The Special Officers should conduct the Grama Sabhas four times in a year on April 14, July 1, October 3 and January 2, the Collector directed the officials.
However, 14 Gram Panchayats have still elected body and Special Officers have been appointed to the rest of 909 Gram Panchayats. All the mandal-level officers, including MPDOs, MEOs and tahsildars, have been appointed as Special Officers. One Special Officer has to lead four to five Gram Panchayats.
Project Director of DWMA Kalyan Chakravarthi, District Panchayat Officer V Krishna Kumari, PD-DRDA V Satya Sai Srinivas and heads of line departments also addressed the SOs.
