New Delhi: A day after the passage of the Andhra Pradesh Reorganization (Amendment) Bill, 2014, senior Congress leaders K Chiranjeevi and Jairam Ramesh, along with J D Seelam and T Subbarami Reddy, On Tuesday asserted that Polavaram Project benefits Telangana in a big way. It will transfer about 80 tmc of water from the Godavari Basin to the Krishna Basin, which will benefit Telangana.

Chiranjeevi said Polavaram Project will become a model for rehabilitation and resettlement. The objective is to rehabilitate and resettle the displaced persons, especially the Adviasis, even before the submergence begins. Under the new Land Acquisition Act passed by the Congress-led UPA Government, rehabilitation and resettlement has been made mandatory, he said.

Like Polavaram Project, Chiranjeevi said even Pranahita-Chevella Project should be made a National Project, as these two projects will benefit the two Telugu-speaking States of Andhra Pradesh and Telangana.

As Praja Rajyam Party (PRP) President, he said he undertook Polavaram Sadhana Yatra for 20 days. While merging the PRP in the Congress, he said he made it a precondition to Congress President Sonia Gandhi that Polavaram Project must be taken up by the Centre as a National Project. “It is a dream come true for Andhra Pradesh, which has been looking forward to it for decades now,” he said.

Jairam Ramesh, who was involved in the drafting of the Andhra Pradesh Reorganisation Act, 2014, said it is estimated that roughly 45,000 families will have to be relocated. Nearly 35,000 families in Khammam district, nearly 7,000 families in West Godavari district and nearly 3,000 families in East Godavari district, making a total of 45,000 families, will have to be relocated.

“I have been to Polavaram on three occasions in three different capacities. I have been to Polavaram as Member of Parliament; I have been to Polavaram as

Minister for Environment and Forests and I went to Polavaram as Minister of Rural Development and Member of the GoM on Telangana. There is no doubt in my mind, and I want to say this with all the force at my command, that while the Polavaram Project has many benefits, it is also a project that will involve substantial rehabilitation and resettlement of families,” he said. The Andhra Pradesh (Amendment) Bill, 2014, reinstates the position, which prevailed before 1959. Now this was put in order to ensure that the submergence and resettlement also takes place in one State.

It cannot be that the people, who are going to be relocated, are living in one State and the people, who are going to be benefited, are in another State. Therefore, in order to assuage the concerns of the people of Andhra Pradesh that resettlement will be done.
