The application was approved after Guinness World Records (GWR) examined the claim for compliance under stringent parameters with respect to such cash transfer programs in countries like USA, China etc. and approved the title on 12th August 2015. It is a matter of great pride and honour for the government of India that DBTL scheme is now the GWR Title Holder for the ‘Largest cash benefit program (households)’ in the World.
For the record, Cash Benefit is defined as direct cash or bank transfer given by the government (including its subordinate departments) or International bodies (i.e. EU, UN, WHO, etc) to individuals or households to promote their own consumptions of products, services, and/or any specific behavior in various fields, e.g. education, housing, health, food stamps, fuel, improving living standards etc. The scale of cash benefit programmes will be measured by number of households reached by each programme during the period of 15 June 2010 to 15 June 2015. The benefit must be paid in form of “direct” cash or bank transfer to individuals; “indirect” subsidies, e.g. reduction in price of the product, are excluded.
The Ministry of Petroleum and Natural Gas (MoPNG), Government of India, had launched the Direct Benefit Transfer of LPG Subsidy (DBTL) scheme christened as PAHAL (Pratyaksha Hastaantarit Laabh), in 54 districts on 15.11.2014 and in the rest of the country on 01.01.2015.
The project was a marvel of execution by the Oil Marketing Companies BPCL, HPCL & IOCL. In a very short span of 4 months they could get 80% of their consumers to join the scheme. As on 15th June 2015, the OMCS had actually transferred cash amounting to Rs. 198.5 billion in the bank accounts of 125.7 million consumers who have joined the DBTL (PAHAL) Scheme across India. Today, over 139 million consumers have joined the scheme and 236.18 billion rupees has already been transferred to their bank accounts.
