Telangana Finance minister Eatala Rajendar on Tuesday admitted that the government had committed a mistake by showing same figures in the Budget Estimations (BE) and Revised Estimations (RE) for 2014-15 during the presentation of the budget for the year 2015-16 in the Assembly last week.

Hyderabad: Telangana Finance minister Eatala Rajendar on Tuesday admitted that the government had committed a mistake by showing same figures in the Budget Estimations (BE) and Revised Estimations (RE) for 2014-15 during the presentation of the budget for the year 2015-16 in the Assembly last week. This issue was first pointed out by The Hans India on the day the budget was presented in the Assembly and Council.

Leader of Opposition in the Assembly K Jana Reddy and Prof Nageshwar (Independent) also raised it in the respective Houses and questioned as to how both the figures could be same. Replying to the general discussion on the budget in the House, Rajender said the errors published in the official statement on the budget was the result of the inexperience in addressing the financial issues. The TRS government is novice.

The budget for 2014-15 was meant for only 10 months. Actuals for the revised budget would come only after June 2015. With no option, the BE and RE were shown as same, the minister said. Another reason for this anomaly, he said, was because of lack of clarity in regard to the devolution of funds to the new state from the NDA government.

This lack of clarity had put the state under great pressure on the financial requirements, Rajendar said and appealed to the Opposition parties to stop finding fault with the government on the estimations and figures and instead help it to address the issue. The estimations on tax collections and revenue generation through land sales in previous year were also not met forcing the government cut down the budget estimations, he added.

Exuding confidence that the government would meet at least 80 per cent of the target in SOTR (State Owned Tax Revenue) which has been pegged at Rs 46,400 crore in the new financial year, the minister hoped the revenue from land sales would increase in 2015 as the reality boom and investments in industries were on the rise.

Amid frequent interruptions from the Opposition on the allocation of funds for the welfare and development programmes, the minister said the centrally sponsored Integrated Child Development Scheme (ICDS) would be implemented in true spirit even as the union government reduced allocations to the scheme from this year.

The Energy sector has been given top priority by allocating huge funds to set up new power plants in the next three years. Government would provide all necessary help to TSGENCO to set up thermal plans with 6000 MW capacity. The Telagana state was endowed with rich natural resources which had every opportunity to develop, the minister explained.
