Hyderabad: As many as 107 legislators including the Chief Minister, Ministers, Opposition Leader and Floor Leaders of all parties failed to declare their assets and liabilities even as the Assembly rules mandate that every elected member in the Assembly should submit the related documents within 30 days after taking oath.
The officials in the Secretariat told The Hans India that barring 12 members from different parties, all other legislators just ignored the reminders and personal letters were being written to them every two months for the last one year.
The officials said that Rule 364 of the Rules of Procedure and Conduct of Business in the Legislature states that ‘every member should declare his/her assets and liabilities to the Speaker within 30 days after taking of oath and thereafter shall declare only whenever there is a change in his/her assets and liabilities before July 31 next, while in office such declaration shall be treated as a public document.’
Members and candidates file affidavits of their assets and liabilities with the Election Commission of India at the time of elections. But they should also be submitted to the Speaker and updated each year and inform whether their assets depreciated or appreciated. The officials said, “The members are not obliging the requests to provide the details of their assets.”
It has been more than 15 months the page ‘Assets and Liabilities’ has been still under construction on the official website of the Telangana Assembly as the members failed to submit the documents. The officials said they could not upload them for public viewing unless everyone complied. “It is only a moral obligation for every member. The rules are framed by members themselves.
The Members have to think of it as a moral obligation and stand as a role model to others,” the sources said. What is more shocking is that even 15 months after the Assembly having been constituted, the Ethics Committee which looks into the matter of the assets of every member has not been constituted. The protracted delay in the constitution of the Ethics Committee dampened further the efforts being made to get the details from the members, a senior official rued.
