The PIL bench of the High Court at Hyderabad comprising Acting Chief Justice Dilip B Bhosale and Justice P Naveen Rao on Monday directed the authorities of the Telangana State government to submit a draft order before the court for making further suggestions with regard to providing better services to the farmers in getting required certificates from the Revenue authorities to get farm loans.

The PIL bench of the High Court at Hyderabad comprising Acting Chief Justice Dilip B Bhosale and Justice P Naveen Rao on Monday directed the authorities of the Telangana State government to submit a draft order before the court for making further suggestions with regard to providing better services to the farmers in getting required certificates from the Revenue authorities to get farm loans and in getting power connections from the electricity department.

The bench was dealing with a news article alleging large-scale corruption in Revenue and TRANSCO Departments in Mahbubnagar district. The newspaper article had alleged that there were rates being fixed as “Rs 2K for patta passbook” and “Rs 4K for transformer.” Senior Counsel S Satyam Reddy, who was appointed as Amicus Curiae in the case, made several suggestions to evolve a mechanism to curb corruption in the said departments.

He suggested that Mee seva counters at mandal level should be made available to every village/a cluster of villages in a phased manner and all certificates pertaining to citizens’ birth, death, social status, income, resident and others should be given at the panchayat secretariat itself. “Besides, there was a need to fix time frame for each service from the revenue department,” he suggested.

“The electricity department should take the registrations of such requirements from farmers and number them and the procedures such as cost estimates for electricity connection and its approval by competent authority should be done within a period of two weeks and no amounts may be collected from the farmers for such a connection,’ the Amicus Curie suggested for the TRANSCO.

State government pleader A Sanjeev Kumar informed the bench that the government was ready to implement the suggestions made by the amicus curiae in the case and a GO would be issued in this regard. The bench directed the government pleader to place a draft of the order before the court for making further suggestions for its proper implementation. The bench granted two weeks time for the government to submit the draft government order.
