Mancherial (Adilabad): Development has taken a back seat in Mandamarri town of the district as there have been no elections to the town’s civic body for the past two decades because of litigation. As a result, residents are getting drinking water supply once in a week, sanitation is the casualty because of poorly-maintained drainages, pigs are roaming free in the town and mosquito menace is on the rise because of the unhygienic conditions.
Since the civic body was placed under the administration of municipal commissioner, the people were indifferent to take their problems to officials’ notice. They feel, “Had there been an elected governing body, we would have certainly aired our problems.”
No political party, including the TRS, is evincing interest to have the civic body elections. The village panchayat was elevated to that of a notified area in April 1992. In 1995, it was accorded the status of third grade municipality. In 1998, officials on directions from the State Election Commission made arrangements to hold election.
Major political parties decided to field their nominees. The notified area is mostly inhabited by tribals. However, the State government reserved the municipal chairman post to the SCs instead of STs. The STs moved the High Court, which stayed the elections on June 18, 1988. On April 5, 2005, the court dismissed the writ petition by default.
However, presidential ascent is needed to hold the elections. Hence, the officials are awaiting a decision over the issue. The locals recalled that TRS president K Chandrashekar Rao had assured them at the time of last Assembly elections to order polls to the civic body once the TRS government comes to power.
Though the TRS is in power, measures to hold elections to the civic body are not yet taken. At least now, the residents say, elections could be held to the civic body and pave way for development of Mandamarri.
