Opposition members raise a hue and cry over not being allotted sufficient time to speak during debate

Hyderabad: Telangana State Assembly on Monday witnessed a wordy duel between Deputy Speaker Padma Devendar Reddy and Opposition TDP and the Congress members on the allotment of time to political parties during the debate on demands for grants for the welfare sector.

During the debate on demands in the House, Congress MLA Ch Vamsichand Reddy requested the Chair to allot some more time to explain the government’s failure in the implementation of two-bedroom housing programme when the Deputy Speaker disconnected the microphone of the MLA. Reddy repeatedly insisted the Chair to allow him to speak, but in vain.

The Congress MLA rushed into the well pleading with the Chair to allow him to speak. The Deputy Speaker said it was not good on the part of any member to defy the Chair’s order and reiterated that she would not succumb to pressure tactics. “Time has been allotted to each party depending on their strength in the House. I will not give more time to any member,” she said.

With no option left, the Congress legislator resumed to his seat. Even TDP MLA R Krishnaiah expressed his displeasure at being given very little time to speak in the debate. The Deputy Speaker’s pleas to the member to resume to his seat failed and the Chair cut the mike.

The TDP member said it was unfair that the Opposition was being denied an opportunity to speak on the pretext that the time given to the party was over. Congress Legislature Party deputy leader J Geeta Reddy also faced a ‘bitter’ experience when her mike was also disconnected. A visibly upset Geeta accused the Chair of being ‘harsh’ on the Opposition parties.

She appealed to the Chair for more time keeping in view of the intensity of the women's issues raised by her. She did not relent and instead asked the Congress leader to take her seat. When the senior Congress member threatened to stage a sit-in the well, Legislative Affairs Minister T Harish Rao demanded that the Congress member tender an apology for ‘dictating’ to the Chair.

As the Congress leader defied the Chair's repeated please, the Deputy Speaker said all objectionable comments would be removed from the records following a request from the Legislative Affairs Minister.
