Independent national fact-finding team comprising human rights activists from various organisations has stated that UoH Vice Chancellor P Appa Rao chose to return to the University against the advice of the Union Home Ministry.The fact-finding team, which released its report to the media on Saturday recommended suspension of Vice-Chancellor till a fair investigation is carried out.
Fact-finding team recommends suspension of Appa Rao
Hyderabad: Independent national fact-finding team comprising human rights activists from various organisations has stated that UoH Vice Chancellor P Appa Rao chose to return to the University against the advice of the Union Home Ministry.The fact-finding team, which released its report to the media on Saturday recommended suspension of Vice-Chancellor till a fair investigation is carried out.
The team also recommended the police to speed up with investigation of cases filed against the VC and students. It said that to bring back normalcy in functioning of the university, criminal investigation should be immediately conducted and action should be taken against the police who had wilfully neglected their duty under the Section 4 of the SC/ ST Atrocities Act. The central government must swiftly to ensure a smooth transition of the leadership of the university in consultation with the students and faculty, it said.
The fact-finding team also stated that Appa Rao did not cooperate with the team. The report says that he directed the team to communicate with the professor–in-charge, public relations and official spokesperson of the UoH. The fact-finding team’s effort to meet the registrar and the chief security officer was difficult. As per the report senior functionaries of the UoH were in no mood to discuss the happenings in the university. The report said that the authorities wanted the university to remain a closed ‘fortress’.
Describing the mood on March 23, the report stated that a sense of fear was amplified with the order passed by the office of the Registrar dated 23rd March preventing the entry of outsiders viz. print and electronic media and political, social and student groups/ individuals into the campus – due to the prevailing extraordinary situation on the campus of the university.The team includes Henri Tiphagne, Human Rights Defenders Alert, India, Tara Rao, Amnesty International, Burnard Fatima, International Movement against all forms of discrimination.
