​Hyderabad: Motorists availing services at RTA offices were fuming at the authorities collecting charges for the services which were not provided. The authorities have been collecting about Rs 3 crore annually from motorists in the State without providing the service.

The Transport department began issuing the driving licence through post since 2006 and fixed user charges for the transactions. There are some documents like international driving licence, no objection certificates, and driving clearance certificate which cannot be mailed and have to be given by hand to the applicant. But, the officials are collecting postal charges even for these documents.

If a citizen shifts his house to some other location and if he applies for changes in his driving licence or seeks NOC then the documents should be handed over to him personally. M Lakshmi, a resident of Uppal sold her motorcycle bearing number AP 29 CA 0700 to one U Rajesh a resident of Secunderabad.

When she went to Uppal RTA office to take NOC on Saturday the officials collected charges, which included postal charge of Rs 35. When she questioned the authorities they said the system was programmed in a manner that it would not process until she paid the full amount.

M Hareesh, a resident of Khairatabad sold his car bearing number AP09 CL 3375. The purchaser belongs to Siddipet and needs to change the address. Harish got NOC from Khairatabad by paying Rs 35 as the postal charges. V Swamy, who is a conductor needed driving clearance certificate so as to confirm the authenticity of his licence.

The certificate has details of the date of issue, validity, category of vehicle to be driven and issuing authority. He too had to pay the full charges for the certificate.

According to sources, on an average about 50 to 60 transactions of this type take place in the RTA offices across the State. There are 49 RTA offices in Telangana and a burden of about Rs 3 crore is being imposed on the citizens without providing these services.
