​Hyderabad: Telangana State Government has put general transfers of the employees on hold for at least another six months following advice by the State Legal department that complication may arise if the transfers are allowed in the newly-created districts under the old zonal system.
Ban has been imposed on the employees’ regular transfers in 2012 in the erstwhile Andhra Pradesh and the same was continued even in Telangana state after the bifurcation of AP. There are nearly 3.5 lakh employees in the state and a lakh select cadre (above junior assistant grade) were working in the Telangana government.
As per the rule, the employees who completed three year services would be moved to new places. The transfers were also stopped on spouse and health grounds for five years.
Top officials shared with The Hans India that after reorganisation of districts, violations took place in the allotment of posts at zonal and district level. Employees already lodged complaints with their department Secretaries over their postings and the threat of losing their service in the new districts.
The other stumbling block is lack of clarity on the jurisdiction of many new districts in the existing zones. For instance, the employees working in Bhupalpally district, have come under Zone V and VI because the district has been formed by merger and demerger of some mandals in erstwhile Warangal and Adilabad districts.
Two zones have been in existence in Telangana. Before the reorgnisation of the districts, the old Adilabad, Karimnagar, Warangal and Khammam come under Zone V and the remaining six districts – Hyderabad, Ranga Reddy, Nizamabad, Mahbubnagar, Medak and Nalgonda districts are covered under Zone VI.
The total number of districts has been increased to 31 from 10 in Telnagana after the reorgnisation of districts last year. The officials also brought to the notice of Chief Minister K Chandrasekhar Rao that as per the Presidential order, only four districts come under Zone V and six districts covered under Zone VI. Unless the centre notified the new districts, they would not be included in the zones.
On the other side, the demand to repatriate the Telangana native employees working in zones now in Andhra Pradesh and Andhra native employees needs to be addressed before issuing general transfer orders by the state government. Nearly 1,500 employees from Telangana posted in AP were demanding immediate repatriation to their native districts and zones.
Officials said formulation of uniform policy for the employee transfers is not possible until the contentious issues are resolved. Taking into account the suggestions made by the legal authorities, Chief Minister K Chandrashekar Rao has decided to take another six months to complete the official process for the transfers to avoid legal complications.
