The High Court at Hyderabad expressed its indignation at the non-implementation of the orders passed by Andhra Pradesh Administrative Tribunal (APAT) in both the States of Telangana and Andhra Pradesh. It directed the two governments to identify the negligent officers responsible for non-implementation and take suitable action against them.

The division bench comprising Justice C V Nagarjuna Reddy and Justice G Shyam Prasad gave these directions on Thursday, while hearing a petition filed by an Accountant Vijayanand and others working in Yellendu Municipality in the present Bhadradri Kotthagudem district against non-implementation of the order of APAT relating to reversion of their cadre to lower level on the basis of charges of irregularities.
The APAT had quashed those reversion orders in its judgment in September 2012 and directed the authorities to restore their earlier positions. However, the authorities did not implement the order and the petitioners were forced to approach the High Court seeking the implementation.
The bench, during previous hearing, summoned the Director of Municipalities to be present in the court and explained the non-implementation of APAT order. The Director Sridevi appeared in the court on Wednesday and apologised for non-implementation, saying it did not come to her notice. The bench retorted that apologies would not render justice to the petitioners who had suffered even after the order of APAT.
The bench wanted the negligent officers to be identified and action taken against them. If need be, it would pass orders to collect amounts from such officers to be paid to the petitioners for their legal expenses, it warned. With the Director informed the bench that the APT orders in this case had been implemented, the bench concluded the hearing.
