There is an immediate need to provide free food and cash transfer to those in needy, as cash transfer will only enhance the stimulus to economic revival by creating effective demand in local market.

The required cash and food are to be handed over to the state government to make actual transfers.

The excess of food grains with the FCI makes it an easy and practically doable targets.

March to Pre-GST era

Implementation of GST has forced the states to surrender their powers to raise resources and has placed them entirely at the mercy of Center.

With the sake of GST, the states are now dependent on the center for the release of funds and the Center is being reluctant to the demands of states in the wake of the current pandemic.

The states are now not being paid what they owned, not being helped with additional resources which creates an obligation for a march to Pre-GST era where the states could have raised funds through rise in sales taxes on certain essential goods sold on their states in accordance with their norms.

Revamp MGNEREGA work

There is an urgent need for expansion of Mahatma Gandhi National Rural Employment Gaurentee scheme with clearing of the wage arrears to be paid immediately. Work should be provided to not just agricultural and construction work but should include work in rural enterprises and care activities too, where the work has to be provided on demand without any limits to adults.

Agriculture growth must be urgently boosted as it promotes rural enterprises both by providing inputs and creating demands to process.

Humanitarian view

Anganwadis and Social health care workers status should be elevated to the equals of regulated government employees by providing them with appropriate remuneration and benefits in the view of their continuous fight against the COVID-19 pandemic. A 2%-3% wealth tax on the top 1% of the population along with making the multinational companies to pay the same as local companies through a system of unitary taxation will enhance the public revenue.

Urban focus

The educated and urban unemployed could be served with the introduction of an Urban Employment Gaurentee Program.
