This proposal has drawn strong opposition from Telangana leaders, including few ministers especially the Union minister Jaipal Reddy.
Well What could be the reasons for Rayala Telangana?
The Prime Minister will decide the date for the Cabinet meeting to approve the draft bill on Telangana. Though there is uncertainty over the Union Cabinet meeting on December 4 as it was scheduled earlier.
It was learnt that Delhi Congress leaders have asked the Union home minister to postpone the Cabinet meet on December 4, when the Delhi Assembly polls will be held; a sizeable number of voters are from AP.
Many parties are against the Rayala Telangana concept. The TRS, BJP, YSRC and even Telangana Congress leaders are fervently against the Rayala Telangana proposal. There was also strong disapproval observed by our Chief Minister Kiran Kumar Reddy by not attending the GoM in Delhi which happened on Nov 9.The buzz in the political circles is that Rayala Telangana is likely to happen.
The following reasons could make the Rayala Telangana happen
  • Trouble of Capital: If the state is divided, then Rayalaseema leaders will probably insist on Kurnool, appealing to the pre-1956 status of Andhra state.

  • Joint Capital: In highly impossible conditions at the Centre to make Hyderabad a joint capital for 10 years under the existing provisions of the Constitution without amending the Constitution.

  • Seat sharing: In assembly, the split wil be half for rayala telangana and AP. 147 seats in Assembly and 21 seats in Lok Sabha each. Originally, Telangana would have 119 Assembly seats and 17 Lok Sabha seats while Seemandhra would have 175 Assembly seats and 25 Lok Sabha seats. So, now both Rayala Telangana and Seemandhra will have an equal number of 21 Lok Sabha and 147 assembly seats. Currently, there are 28 MLAs from Kurnool and Anantapur.
  • Political dominance: The political dominance of Seema parties like YSRCP and TDP will be subsequently cut in Ananthapur and Kadapa.

  • Water problem: No new hydel power generation is required by clubbing Telangana and Rayala Seema by sharing of river waters as well hydel power projects from Srisailam.

  • IT industries: As IT industry is the highest revenue generating business in our state, there was a buzz when the Telangana movement started that the next IT hub will be at Rayala Seema and many started building new IT hubs in Seema areas. With Rayala Telangana, no effective downfall of the industry will take place also road connectivity especially to the who migrate from neighboring states, road connectivity is available.
  • Political Implications: Strong contenders like TDP YSRCP and CM Kiran from Chittoor and Kadapa are likely to confine to their regions respectively. Many leaders who belong to Andhra region have to play their game in order to secure their seats in the assembly. Also, there are possibilities of creation of new parties in Andhra Pradesh.
