Hyderabad: Union Minister for Rural Development Jairam Ramesh on Wednesday assured a delegation of Dalit and Adivasi leaders representing the National Coalition for SC Sub-Plan, Tribal Sub-Plan that he would try to see that a Bill for central legislation would be tabled during winter session of the parliament.

The delegation consisting of Mallepalli Laxmaiah, Manorama Ekka, Laxmaiah, Ghanshyam Bhagat, Paul Divakar, Ravi Kumar, Anjaneyalu, Asha Kowtal and Nikhil Dey met the Union Minister a day after the all-party round table conference, held in New Delhi on Tuesday, endorsed the need for legislation. The delegation told the Union Minister that if the Bill was passed it will be a significant step to end the problem of diversions, non-allocation of crores of rupees meant to bridge the gap between the SC,STs and socially advanced groups. The Minister, they said, had promised to discuss the issue with cabinet ministers on Wednesday evening. The delegation claimed that the Union Minister for Tribal Affairs V Kishore Chandra Deo and the AICC vice president Rahul Gandhi were in favour of the legislation.

According to Paul Divakar convenor of the National Coalition for SCSP/TSP, Dalit and Adivasi groups across the country have been campaigning for this Bill, for several years now, and have worked tirelessly to build pressure on the UPA government to ensure that the central legislation was introduced in the winter session of parliament.

He said, according to the Dalit and Adivasi women, the legislation would not be helpful unless it includes special allocations, provisions for stringent monitoring mechanisms and adequate representation in the planning and implementation of the schemes with strong gender perspective.

To put more pressure on the government, thousands of Dalits and Adivasis will launch protests at Jantar Mantar from Thursday under the banner of NACSTL - comprising 354 Dalit and Adivasi organisations from 23 states across the country. The organisation is working towards strengthening economic rights of Dalits and Adivasis.
