Pulichintala Project cost Rises Steeply, Pulichintala Irrigation Project. While the officials were scrutinising the third estimate file, the irrigation department prepared another file with revised costs.

Hyderabad: The K L Rao-Pulichintala Irrigation Project, which was inaugurated by Chief Minister N Kiran Kumar Reddy 20 days ago, is likely to cause another dent to the public exchequer as efforts are on to pay additional amount worth of Rs 100 crore to the contractor through back route.
The cost of the project has already got escalated by Rs 1,265.10 crore due to the delay in executing the works. Now another attempt is being made to sanction additional payment in the name of increase in cost of implementation.
Initially, the cost of the project was decided as Rs 565.87 crore in 2004. The amount went up to Rs 1,281 crore in 2009. The government revised the estimate for the third time as Rs 1,830.97 in 2013.
While the officials were scrutinising the third estimate file, the irrigation department prepared another file with revised costs.
The revision of estimates for fourth time in one month had left even the engineers in the Irrigation department surprised. The project was first designed with 33 gates, but later it was reduced to 24 gates with a balancing reservoir having a capacity of 45.77 tmc ft. The government, in its report, claimed that the head works of the project was carried out with additional works such as double line bridge instead of single line bridge, and increased length of stilling basin etc. It said that these three items have to be included in supplementary agreement. The price escalation was showed as Rs 135 crore on various works between 2009 and 2013.
Now, another file has been sent seeking revision of the estimates as Rs 1,931 crore from Rs 1,830.97 crore (third revised estimate). The irrigation department claimed that about 94 per cent works of the project were already completed.
According to official sources, the government has been making efforts to club the third and fourth revised estimates for the benefit of the contractor.
Pulichintala Project across Krishna River at Pulichintala Village, Guntur District is aimed to create and stabilise 13,08,849 acres of which 6,79,498 acres would be in Krishna, 4,99,231 acres in Guntur, 72,120 acres and 58,000 acres in West Godavari district.
