New Delhi: Union Finance Minister P Chidambaram was interrupted throughout his Interim Budget Speech in the Lok Sabha. Seemandhra Congress MPs G V Harsha Kumar and K Bapi Raju raised slogans in favour of united Andhra Pradesh. They were backed by Union Ministers from Seemandhra, Kavuri Sambasiva Rao, K Chiranjeevi, Kotla Surya Prakash Reddy and D Purandeswari. Botcha Jhansi also took part in the protest in the Well of the House. As soon as the Lok Sabha assembled in the morning, CPM leader Basudeb Acharia raised a point of order under Rule 376. He was supported by the CPM members. When asked by Speaker Meira Kumar what the issue was about, Basudeb Acharia said the Telangana Bill introduction was not proper.

The Speaker ruled that it was not the subject under discussion, and asked Finance Minister P Chidambaram to go ahead with the speech. The Samajwadi Party MPs also moved into the well of the House. Amid the ruckus, Speaker Meira Kumar stood up and appealed to the members to restore order in the House as it was the last few days of the 15th Lok Sabha. Finally, the SP members relented and returned to their seats, followed by the CPM members. But the Seemandhra Congress MPs K Bapi Raju and G V Harsha Kumar persisted with their slogan-shouting.

Chidambaram, at one point of time, stopped his speech and was seen asking the Speaker, whether the House could be held to ransom by one person. He was referring to G V Harsha Kumar, who was found gasping for breath, after continuously raising slogans for close to two hours. Asked for the impact of the protest, Harsha Kumar said since the protest was totally peaceful, he expressed the hope that the national political parties will understand the sentiments of the people.
