New Delhi: Stage is set for the formation of Telangana as the 29th State of the Union, with President Pranab Mukherjee on Saturday according his assent for the Andhra Pradesh Reorganisation Bill, 2014, which was passed by both Houses of Parliament in the just concluded session.

With the Presidential Assent to the Telangana Bill, the State formation enters a decisive phase. The President has also given his assent for the imposition of President’s Rule in Andhra Pradesh, which the Union Cabinet recommended on Friday, following the resignation of Chief Minister N Kiran Kumar Reddy and with no scope for an alternative government in the State.

President’s rule was first imposed in Andhra State from November 15, 1954, to March 29, 1955. After the formation of Andhra Pradesh State in 1956, it was again imposed on January 17, 1973; it was in force till December 10 in the same year.

With Notification of Telangana on Saturday, the constitution of experts committee takes place for identifying the new capital for the residuary State of Andhra Pradesh. The Centre will fully fund the infrastructure in the new capital of Andhra Pradesh. The committee is expected to take two to three months time, although it has six months tenure.

On the Appointed Date, the two separate States of Telangana and Andhra Pradesh will come into being. That is when the stage will be set for two Chief Ministers, two Chief Secretaries and two DGPs to come into being for the two separate States of Telangana and Andhra Pradesh.

According to sources, the simultaneous Assembly and Parliament elections will be held in the united Andhra Pradesh, schedule for which is expected to be announced next week, bringing into force the Model Code of Conduct. It is only after the elections that both the separate States will come into being, completing the process of bifurcation of Andhra Pradesh.

There are 10 districts in Telangana and 13 districts in the residuary Andhra Pradesh. The government has already announced grant of Special Category Status to Andhra Pradesh, besides announcing a slew of tax incentives to the residuary State, as part of a six-point development package for Andhra Pradesh's two successor States announced by Prime Minister Manmohan Singh.

Following the Presidential Assent to the President’s Rule in Andhra Pradesh, the State administration formally passes into the hands of Governor E S L Narasimhan. The Governor’s Report had favoured imposition of President’s Rule, in the wake of the resignation of Chief Minister N Kiran Kumar Reddy, as no alternative government formation was possible. Based on the Governor’s Report, the Union Cabinet on Friday recommended to the President the imposition of President’s Rule, keeping the Assembly in suspended animation.
