A two-judge bench of the High Court at Hyderabad on Friday directed the Central Government to frame guidelines to settle the dispute between the states of Telangana and Andhra Pradesh on the question of continuation of services by Ambedkar Open University and Potti Sriramulu Telugu University to the students of AP.

A two-judge bench of the High Court at Hyderabad on Friday directed the Central Government to frame guidelines to settle the dispute between the states of Telangana and Andhra Pradesh on the question of continuation of services by Ambedkar Open University and Potti Sriramulu Telugu University to the students of AP.


The bench comprising Acting Chief Justice Dilip B Bhosale and Justice SV Bhatt was dealing with petitions filed by the state of AP and Prof P Chenna Reddy of Telugu University. While the professor questioned his transfer to AP, the government of AP questioned the action of the Telangana government in stopping services of the BR Ambedkar University to students of AP.


As reported earlier, the bench had directed the Higher Education Secretaries of both states to come to a compromise. The bench was informed that the authorities failed to arrive at a conclusion. The bench made clear that AP shall bear salaries of teaching and non–teaching staff working in study centres of both the varsities located in the AP from the month of August 2015 onwards and that the Registrars shall continue the services to the centres including conducting examinations for the students of AP.


The bench said that the orders would remain till the Central Government made guidelines as per Section 75 of the AP Reorganisation Act.
