As per the new policy, people who are constructing houses can get sand free of cost from the notified sand reaches. About 524 sand reaches were notified and the new policy also banned sale of sand. It is estimated that nearly 30 lakh families depending on construction sector will be benefited as the sand policy is expected to boost the sector.

A website www.mines.ap.gov.in, was launched to furnish information about the notified sand reaches and other aspects of the policy. According to the new rules, people can go to sand reaches, show Aadhaar card, pay the labour charges and take the sand. While use of heavy machinery in the reaches is banned, the government has made it clear that collecting sand from non-notified reaches is a crime and punitive action will be taken against violators.

The new policy was constituted after, the earlier rule DWCRA groups and farmers associations selling sand failed to curtail unabated sand smuggling. It is learnt that while smugglers and middlemen earned huge bucks, the government has to contain with a meagre Rs 200 crore on sale of sand.

The new policy banned illegal storage of sand apart from exporting to other States. As many as 68 check posts were set up to keep vigil on the borders to prevent exports. Measures are also being taken to take action on those, who create hurdles for the free sand policy. People can lodge complaint to the district collector, officials of the mines and geology departments or can even call on toll free number 18005994599. A massive campaign on the free sand policy will be launched after a meeting with the transporters.
