The latest shocker to the officials has been Centre releasing a paltry Rs 282 crore, towards the loss suffered by farmers due to floods in Nellore and Chittoor districts, as against the State government’s requisition for Rs 2,000 crore.

However, the State government has directed senior officials to tread a softer path in dealing with the Centre vis-à-vis seeking funds. Perhaps it is aimed at avoiding unnecessary friction between State and Central government officials. But officials point out that the National Disaster Relief Fund (NDRF) norms are not of much help and again the State Disaster Management Authority (SDMA) will have to depend heavily on the State government only.

Under NDRF every state in the country is allocated some amount during a financial year. It is normally about 75 per cent of the total budget for the financial year of the SDRF in a given year. The remaining 25 per cent would come from the State funds. However, annual budgetary allocation of funds are not enough to meet emergencies like the floods witnessed in Chittoor and Nellore districts during November and December last year.

Similarly, during the Hudhud cyclone Prime Minister Narendra Modi had announced Rs 1,000 crore as immediate relief to the State, during his visit to Visakhapatnam at that time. Out of this, the Centre ihad released Rs 400 crore initially. The inter-ministerial team that visited the affected areas of Hudhud cyclone later had recommended a relief of Rs 782 crore.

The State government on its part had spent around Rs 230 crore from the State. And, the Centre had released an additional Rs 150 crore towards the cyclone relief. In all, the Centre has only released Rs 550 crore in financial relief towards the affected areas of Hudhud cyclone.
