Participating as the chief guest at the 194th SLBC meeting held at CM camp office here on Thursday, the Chief Minister said that the bankers and officials should take initiative for proper utilisation of subsidies.

The Chief Minister asked the bankers to extend financial help to improve rural economy by extending individual loans to villagers for sheep rearing and dairy development in addition to agriculture.

The total credit plan outlay stands at Rs 1,65,538 crore for 2016-17 with an increase of 32 per cent compared to the target of previous year. The plan outlay of priority sector stands at Rs 1,25,538 crore with an increase of around 30 per cent compared to previous year’s target.

Coming to agriculture sector, Rs 83,003 crore was earmarked for the current year with projected outlay towards short term production credit at Rs 60,000 crore and agriculture term loans of Rs 23,003 crore.

The credit plan gave priority for dairy development with an outlay of Rs 5,536 crore including poultry with Rs 1,299 crore, fisheries with Rs 1,713 crore and rearing of sheep, goats and pigs with Rs 1,223 crore. An amount of Rs 25,000 crore has been allocated to MSME sector.

An amount of Rs 12,000 crore was earmarked for housing sector including Rs 7,340 crore under Pradhan Mantri Awas Yojana. The allocation for educational loans stands at Rs 2,155 crore.

Meanwhile, some officials complained to SLBC president Suresh N Patel that a few bank officials are not sanctioning loans to weaker sections. Chief Secretary of Backward classes Praveen Kumar said that weaker sections are unable to ground units due to non-release of total loan amount.

He said that though the subsidy amount was credited in bank account, the officials are delaying the sanctioning of loans. State planning commission vice-president C Kutumba Rao said that physically challenged people are unable to set up units as the banks are not releasing loans.

Rural development special secretary Dinesh Kumar said that the banks are delaying payment of wages of NREGS under direct benefit scheme.
