The PIL bench of the High Court at Hyderabad comprising Acting Chief Justice Ramesh Ranganathan and Justice A Shankar Narayana on Tuesday directed the government of Andhra Pradesh to conduct elections to the Water User Associations (WUAs), Distributary Committees (DCs) and Project Committees (PCs) in accordance with AP Farmers\' Management of Irrigation Systems Act, 1997. 

The PIL bench of the High Court at Hyderabad comprising Acting Chief Justice Ramesh Ranganathan and Justice A Shankar Narayana on Tuesday directed the government of Andhra Pradesh to conduct elections to the Water User Associations (WUAs), Distributary Committees (DCs) and Project Committees (PCs) in accordance with AP Farmers' Management of Irrigation Systems Act, 1997.

The bench passed the orders in a PIL filed by Bapatla YSR Congress MLA Kona Raghupathi. He complained that the elections to the water committees were not being held.

The petitioner questioned the action of the government in amending the Act in June 2015 and then its order in August 2015 to form the organisations and committees by consensus instead of conducting elections.

The said action of the government in replacing an ad hoc body with another ad hoc body was unconstitutional, the petitioner complained.

“The law mandates that there shall be elected body to oversee the maintenance of irrigation systems”, the bench ruled and granted 6 months’ time to the government to comply.
