most of them pertained to land disputes and complaints of atrocities by the upper castes apart from filling of backlog posts in the government. Karem said that he had come to the district to study the socio-economic conditions of Valmiki and Boya communities in the district.

The state government had appointed retired professor Sathya Paul of Andhra University to study the living conditions of the Valmiki and Boya communities and submit a report to the government. He said that only the Parliament is empowered to either include or remove any caste from scheduled castes or tribes.

He said that even the National ST Commission will have to approve the inclusion of any caste into the tribes. District Collector Veera Pandian stated that a special grievance day has been appointed to attend to all the grievances of the SCs and STs. A host of SC, ST organisations and members of Boya community met Sivaji and submitted memorandum to him.
