Anita Saluja CM Kirankumar New Delhi: Telangana now seems to be a reality, with the Congress Core Group meeting on Friday deciding to take it up in the highest policy-making body of the party, the Congress Working Committee. After the two-hour-long meeting of the Congress Core Group, it was decided that the final call will be taken at the CWC, where earlier a resolution was adopted in 2001 to refer the issue of smaller States to the Second States Reorganisation Commission (SRC). Now, in the changed scenario, the CWC will be convened shortly by Congress President Sonia Gandhi to take a final call on the issue. Kirankumar
After the Core Group meeting, AICC General Secretary in-charge of Andhra Pradesh Digvijay Singh said: "The Congress party has held widest consultations with all political parties, with all leaders and finally the Core Group has met the Chief Minister, Deputy Chief Minister and the PCC President to take a final view. Therefore, the Congress party shall take a decision, will call the Congress Working Committee and take a final decision."At the Core Group meeting, presentations were given by Chief Minister N Kiran Kumar Reddy, Deputy Chief Minister Damodar Rajanarasimha and APCC President Botcha Satyanarayana. Sources stated that the Chief Minister and the other two spoke on regional lines. Deputy Chief Minister presented a strong case for separate T state.After the presentations, the State leaders were asked to leave. The Congress Core Group, thereafter, held an extensive discussion on whether there was a legal requirement to move a resolution in the State Assembly and whether a Constitution Amendment was required for the creation of Telangana. Talking to The Hans India, Union Home Minister Sushil Kumar Shinde stated, "The Core Group is not empowered to take decisions and therefore the meeting was inconclusive." Sources stated that at the Core Group meeting all the members were unanimous that they cannot dilly-dally the issue any further and will have to take a final view on Telangana. All of them were in favour of the creation of the separate state of Telangana. The CWC meeting will therefore be convened to take the decision to a logical end. A central leader on condition of anonymity said that the central leadership gave a patient hearing to the state leaders at Friday's meeting and would now consider the way ahead, hinting thereby that it could take some more time for a decision. While the Chief Minister refused to meet reporters after the Core Group meeting, the Deputy Chief Minister struck an optimistic note. "I am an optimist", Rajanarasimha said adding that "any major decision of the party is taken by the CWC and that is the standard position of the party". "We are optimistic. We are hopeful. Ultimately any decision is taken by the party. We expect a decision very very soon", the Deputy Chief Minister said but steered clear of questions on the essence of deliberations at the Core Group. State leaders claimed that a date for the CWC meeting could be announced as early as today. The meeting was attended by Prime Minister Manmohan Singh and Congress President Sonia Gandhi, apart from AICC Vice-President Rahul Gandhi, Defence Minister A K Antony, Home Minister Sushil Kumar Shinde, Congress President's Political Secretary Ahmed Patel, Digvijay Singh and former AICC General Secretary Ghulam Nabi Azad.
