Hyderabad Collector proposes strategy to help victims of sexual crimes
With the entire nation criticising the Nirbhaya Act for not being implemented properly to check heinous sexual crimes, Mukesh Kumar Meena, Hyderabad Collector, has mooted a new proposal to stunt the slew of offences. He has suggested that a team of a gynaecologist, psychiatrist, police officer, lawyer and others, headed by a nodal officer, would help the victims of sexual harassment and rape and ensure that the justice is served. The proposal has been sent to the government and would be implemented shortly in urban health centres
It’s been a year since the ghastly rape of a 23-year-old girl at Delhi shocked the world. Though there was hue and cry from across the country and even a special ‘Nirbhaya Act’ was passed, we still hear and read reports about rape and sexual harassment against women almost every day. A few weeks earlier, the city was marred by a ghastly incident wherein a father molested his daughter.
According to the statistics available with the police, on an average, 12 cases of harassment and rape are filed every month. However, the biggest concern is that victims in most basthis and slums don’t open up or complain, fearing social ostracisation. Keeping this in mind, Mukesh Kumar Meena, Hyderabad District Collector, put forward a proposal to setup a special programme and a team to address such untoward incidents and their aftermath, after much deliberation with various experts. The special team would be headed by a nodal officer. The collector has forwarded the proposal to the government and the programme would be implemented as soon as the government gives its nod.
Features of the programme
After incidents like rape and domestic violence, the victims need to be treated immediately and the special team would constitute a gynaecologist.
The team would also consist of a special officer who would file a complaint with the police, sparing the victim’s parents of perceived embarrassment.
Victims suffer from severe trauma after such incidents and some even contemplate committing suicide. To address this, the team would have a psychiatrist to counsel the victims.
There are instances wherein victims are harassed after filing the case. So protection would be given to them in state homes.
As part of the programme, the team would also have lawyers to ensure that proper justice is served to the victims.
“All the necessary arrangements for this special programme are almost complete. We have sent a proposal to the government requesting them to appoint a nodal officer for the team. We will pick one urban health centre and employ this team there. We are not just figuring out on how to help the victims, but are also contemplating on how to curb such untoward incidents. We are planning to conduct awareness programmes in schools. These would be done by the Women and Child Welfare Department and would be assisted by an NGO,” said Mukesh Kumar Meena in an interview.
