Russia won't neither send a delegation as they do not see the need for such a gathering, says Director of the Foreign Ministry Department for Non-Proliferation and Arms Control Mikhaïl Oulianov.

'A somewhat astonishing statement given Moscow has already participated in the three previous summits (In Washington, 2010, In Seoul, 2012, in The Hague, 2014)'

Russia's absence is due to two reasons alone: one of them being that the Russian leaders expect a not so warming welcome. Considering Moscow and Washington currently coldest relationship, a formal meeting between the two Presidents is required. However, 'Obama apparently just don't have enough time for it', says Russian Newspaper Expert.

Besides, Russia estimates that IS terrorists did not accumulate sufficiant material in quantities for the assembly of a nuclear weapon.
Consequently, 'there is probably no nuclear threat'.

Ukraine's involvement in the summit would also justifies Russia's absence as 'its leader do not find interesting listening to Petro Porochenko's statements, who is accusing Moscow of trying to build a nuclear plant in Crimea', says Russian newspaper Expert.

Barack Obama's administration described this move as 'self-isolation'.
