AP fights for rightful share in Krishna

New Delhi: The Andhra Pradesh Irrigation Department officials strongly argued their case for their right to utilize 811tmc ft from the Krishna river waters. At a meeting of the Irrigation and the Legal officials of Andhra Pradesh, Karnataka and Maharashtra in the capital on Sunday night, the Andhra Pradesh officials argued that once the Krishna Water Tribunal Award gave Andhra Pradesh 811 tmc ft water, it was unfair on the part of upper-riparian States to deny the State its rightful claim to utilization of water given to it under the Krishna Water Tribunal Award. The meeting assumed significance in the backdrop of Justice Brajesh Kumar Tribunal directive that the officials of the three Krishna Basin States of Maharashtra, Karnataka and Andhra Pradesh to sit down and come up with the water utilization plan for the water already allocated to these States.

While the meeting did take place, consensus eluded the meeting. The Irrigation officials of the three States are expected to continue their deliberations again on Monday, while the legal officials are unlikely to take part in the second meeting. Only the Irrigation Engineers will continue their deliberations.

Since the issue is very technical in nature, an in-depth discussion is required. Both Maharashtra and Karnataka officials disputed the Andhra Pradesh claim to its full utilization of 811 tmc ft due to it under the Tribunal Award. The counter argument being advanced by Maharashtra and Karnataka is that Andhra Pradesh has 352 tmc ft water in the catchment area in the State. Out of the balance of 459 tmc ft water, these States claimed that Andhra Pradesh is eligible for just 234 tmc ft water.

The reason given is that Andhra Pradesh is already utilizing 127 tmc ft water from Tungabhadra, 17.84 tmc ft water from Jurala Project and 18 tmc ft water from K-9 and K-6 areas. These States also argued that 80 tmc ft will be availed by Andhra Pradesh after Godavari waters are joined in Krishna waters through the Polavaram Project.

The Andhra Pradesh officials strongly contested this argument on the ground that allocation of water other projects cannot be linked to the 811 tmc ft water that has been allocated to the State under the Tribunal Award. Besides, Polavaram Project will take a long time to become a reality and to deny Andhra Pradesh what is due to it under such far-fetched arguments is unfair, the State Irrigation officials contended. The State Irrigation Engineers will join the talks on Monday.
