Vice President Hamid Ansari and other leaders from Congress also paid tribute to the former prime minister.
Congress President Sonia Gandhi and former prime minister Manmohan Singh also paid floral tributes at Shakti Sthal, the memorial of Indira Gandhi.
Gandhi fell to assassins' bullets on this day in 1984 at her 1, Safdarjung Road residence in New Delhi.
She was killed by her Sikh bodyguards more than four months after Operation Blue Star, which was launched on the Golden Temple in Amritsar.
